Pensively Pondering Wind Chill

My esteemed colleague was Pondering his Pensiveness regarding his Percussionist's self in relation to temperature and going downhill. Knowing the Pensiveness of his Ponderings, I knew the Percussionist was talking about the "wind chill factor". Here is a chart to Ponder while Pensively riding your Percussionist bike. Use the formula at the bottom for temperatures above 40°.

That chart means nothing to me... The mad coder is the only person I know crazy enough to ride a bike in 40 degree (and below) weather.
